Cameras produce video; the VMS decides what happens to it. It records the streams and
holds them for the required retention period, presents live and recorded video to operators,
controls who may see and export what, and turns detections into alarms someone has to act on.

Pelco's system is VideoXpert, and the useful thing about it for a growing site is the
range it covers. The same product is used for entry-level surveillance and for installations
running tens of thousands of cameras across multiple continents, in Enterprise and
Professional packages. That matters because the alternative - outgrowing a small VMS and
migrating - is disruptive in a way that buying the right tier from the start is not.
It is camera-agnostic in practice. Pelco describe VideoXpert as optimised with their own
hardware but able to integrate third-party cameras, which combined with ONVIF conformance is
what lets a site keep existing cameras through a VMS change, or add a specialist camera nobody
else makes.
Storage and retention are the first questions to settle, and they are arithmetic rather
than opinion: camera count, resolution, frame rate, compression and the number of days
required determine the storage, and getting it wrong is expensive in both directions.
Recording strategy is part of the same sum, since continuous recording, motion-triggered
recording and dual streams at different qualities all trade storage against how much detail
